Job Purpose:
Taiyo Holding Group is continuously looking for experienced Senior Worldwide Inspectors to support inspection, quality control and quality surveillance activities across industrial, energy, Oil & Gas and infrastructure projects.
The selected professionals may be involved throughout different project phases, including manufacturing, fabrication, construction, installation, testing, pre-commissioning and commissioning, ensuring compliance with approved drawings, project specifications, Inspection and Test Plans (ITPs), Client requirements and applicable international codes and standards.
Key Responsibilities
- Perform inspection, quality control and quality surveillance activities in accordance with approved ITPs, drawings, specifications, procedures and applicable standards.
- Monitor manufacturing, fabrication, construction, installation and testing activities.
- Witness inspections, tests and acceptance activities as required by the applicable ITPs and project documentation.
- Review relevant quality and technical documentation, including drawings, procedures, certificates, test records and inspection reports.
- Verify compliance of materials, equipment, workmanship and executed activities with applicable project requirements.
- Identify, document and report non-conformities, deviations and quality issues.
- Support the implementation, verification and follow-up of corrective actions.
- Prepare accurate inspection reports, quality records and supporting documentation.
- Coordinate with Clients, Contractors, Subcontractors, Vendors and project teams as required.
- Promptly report critical technical or quality issues identified during inspection activities.
- Ensure compliance with applicable Quality and HSE requirements.
- Maintain professional standards of conduct, integrity, safety and quality throughout the assignment.
Minimum Requirements
- Minimum five (5) seven / (7) years of proven inspection and/or quality control experience within industrial projects.
- Degree or Technical Diploma in the relevant engineering or technical discipline.
- Relevant discipline-specific professional certifications, where applicable.
- Strong knowledge of applicable international codes, standards and inspection practices.
- Previous experience in one or more of the following areas: manufacturing, fabrication, construction, installation, testing, pre-commissioning and commissioning.
- Ability to read and interpret technical drawings, specifications, ITPs, procedures and project documentation.
- Experience in identifying and reporting non-conformities and following up corrective actions.
- Ability to prepare clear and professional inspection reports and quality documentation.
- Good command of written and spoken English.
- Good communication, coordination and organizational skills.
- Ability to work effectively within international and multicultural project teams.
- Strong commitment to Quality, HSE and professional standards.
- Availability to work on international assignments, where required.
Preferred Qualifications
- Saudi Aramco QM qualifications and/or approvals will be considered a strong advantage.
- Knowledge of additional languages, including Italian, will be considered an advantage.
- Previous experience in international and multicultural project environments will be considered an asset.

- Assignments may be carried out at Client, Vendor, Contractor or project sites worldwide and may vary significantly in duration, depending on project requirements.
- Activities may range from one-day inspection assignments to medium- and long-term projects lasting several months or one year or more.
- Candidates should therefore be available and willing to undertake international assignments of different durations, according to project requirements.

Job Purpose:
The Proposal Engineer is responsible for coordinating, preparing and managing technical and commercial proposals for engineering services, manpower supply, procurement activities and industrial projects within the Energy, Oil & Gas, Power Generation and Industrial sectors. The role ensures that each proposal is technically compliant, commercially competitive and submitted within the required deadlines, while coordinating all internal stakeholders involved throughout the tendering process. The Proposal Engineer also contributes to the Company’s business growth by identifying value engineering opportunities, optimizing costs and supporting strategic proposal development.
Key Responsibilities:
1.Tender Analysis
- Review RFQs, ITBs, RFPs and Client specifications.
- Analyze technical, commercial and contractual requirements.
- Define the Scope of Supply and identify proposal assumptions and exclusions.
- Prepare requests for technical and commercial clarifications.
- Assess bid feasibility, risks and resource requirements.
2. Technical Proposal Preparation
- Prepare technical proposals and supporting documentation.
- Develop Scope of Supply and Scope of Work.
- Prepare Technical Deviations, Clarifications and Assumptions.
- Develop preliminary execution methodologies and proposal strategies.
- Ensure compliance with Client specifications, applicable codes and international standards.
- Coordinate technical inputs from Engineering and Operations.
3. Commercial Proposal Preparation
- Prepare commercial quotations and cost breakdown structures.
- Develop budgetary estimates and pricing strategies.
- Define commercial conditions including:
- Delivery Schedule
- Payment Terms
- Warranty
- Incoterms
- Offer Validity
- Support Management in pricing decisions and commercial negotiations.
4. Vendor & Procurement Support
- Identify qualified suppliers and manufacturers.
- Request and evaluate supplier quotations.
- Perform technical and commercial comparisons.
- Verify suppliers’ compliance with project requirements.
- Support procurement activities during the proposal phase.
5. Market Intelligence & Business Support
- Monitor market trends, emerging technologies and industry best practices relevant to the Company’s business sectors.
- Identify new suppliers, manufacturers and strategic partners capable of improving proposal competitiveness.
- Conduct technical and commercial benchmarking of products, equipment and services.
- Research equivalent materials, equipment and alternative technical solutions to optimize project costs while maintaining compliance with Client requirements.
- Support Business Development by providing market intelligence, budgetary estimates and preliminary feasibility assessments during the pre-tender stage.
- Maintain and continuously update an internal database of suppliers, products, pricing references and market intelligence to support future proposal activities.
6. Proposal Coordination
- Coordinate Engineering, Procurement, Operations, HR, Planning and Finance during proposal preparation.
- Monitor proposal schedules and submission deadlines.
- Ensure document consistency, revision control and proposal quality.
- Coordinate internal reviews and management approvals prior to submission.
7. Cost Optimization & Value Engineering
- Develop optimized technical and commercial solutions aimed at improving proposal competitiveness.
- Evaluate alternative equipment, manufacturers and execution strategies.
- Perform cost-benefit analyses supporting proposal strategy and pricing decisions.
- Identify opportunities for cost reduction without compromising quality, safety or technical compliance.
- Recommend value engineering initiatives while ensuring full compliance with Client specifications and project objectives.
8. Risk Assessment
- Evaluate technical, commercial and contractual risks associated with each proposal.
- Identify critical project constraints and mitigation actions.
- Support Management in bid/no-bid decisions.
- Highlight contractual deviations requiring commercial negotiation.
9. Post-Proposal Activities
- Prepare responses to technical and commercial clarifications.
- Revise proposals following Client comments.
- Support commercial negotiations.
- Participate in technical clarification meetings when required.
- Assist Project Management during project handover after contract award.
Requirements:
Education
- Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, Industrial Engineering, Energy Engineering or equivalent technical discipline.
- Professional Experience
- Minimum 3 years of experience in Proposal Engineering, Tendering, Estimating or Technical Sales.
- Previous experience within one or more of the following industries:
- Oil & Gas
- Energy
- Power Generation
- EPC Contractors
- Industrial Plants
- Petrochemical
Technical Knowledge
- Ability to interpret technical specifications, RFQs, ITBs, datasheets and engineering documentation.
- Good knowledge of rotating equipment, mechanical, electrical and instrumentation systems.
- Understanding of procurement processes and supplier evaluation.
- Knowledge of cost estimation methodologies.
- Familiarity with project execution principles.
- Working knowledge of international standards such as:
- API
- ASME
- IEC
- ISO
- IEEE
- NFPA (preferred)
- Ability to prepare professional technical and commercial documentation.
Computer Skills
- Microsoft Office Suite (advanced Excel, Word and PowerPoint).
- Adobe Acrobat Professional.
- Familiarity with ERP systems.
- Microsoft Project (preferred).
- Knowledge of CRM and document management systems is considered an advantage.
